Why does it matter?
In spite of canada's withdrawal from the Kyoto protocol, and the difficulties it has faced to meet targets proposed by the copnehagen convention, the country has developed a mitigation strategy of its own, and has accomplished results:
" We are achieving success - from 2005 to 2011, Canadian GHG emissions have decreased by 4.8 per cent (...) As a result of the combined efforts
of federal, provincial and territorial governments, consumers and businesses, GHG emissions in 2020 will be 734 megatonnes (Mt). This is 128 Mt lower than where emissions would be in 2020 if no action were taken to reduce GHGs since 2005 " - The Government of Canada
Canada's new target for the year 2020 is to reduce greenhouse gas emissions by 17 % below 2005 levels. This website describes Canada's plan to achieve this goal!
